Many would have black-eyes or be divorced if not for their 'friends'.

just my theory: the more churches you find in a place, the more entertainment venues you will find also. must have something to do with this bigoted moral, catholics are experts in that. there are "motorist lodges" in Duma, f.e. on the road up to Tierra Alta on the left, a sidestreet near Hyper has a quite modern one with a waterfall outside on the wall, and I guess there are much more. ask the locals, it's for them, not for us expats. no friend told me that, my friends are decent guys same as me :-) just opened my eyes while driving around town.

With the four or so short-time motels servicing the four or so "take-out" girlie bars, plus the trash-filled steets and beaches, and the packs of feral, diseased animals bred by the trash, and rabies jumping to the human population, we understand how Filthy Sibulan got its reputation.

This isn't any different than Dumaguete. There are loads of short-time hotels in Dumaguete. There's probably more prostitution in Dumaguete. Both cities have the same problems. You don't get rid of prostitution by prohibition.

Technically, Sibulan isn't a city, apparently it's a second class municipality, whatever that means.
