Yes, it started the minute they were born,

 

They are being trained as Overstaying Foreigner sniffing dogs. Instead of barking to notify their handler of a "hit", they are trained to pee on you...

 

This topic is not about stray dogs, but to you doghaters, the problem is the "human being" who through puppies away instead of sterilise the female dogs, problem solved

 

Once upon a time all dogs were wild. Smart people domesticated them and put them to work. Then wealthier people farther removed from worrying about survival started making them "pets" and some people who are really mixed up equate them with people. I don't hate dogs but all of my dogs have served a purpose, early warning, protecting livestock, vermin control and usually replaced the doorbell. In my experience, it is the people who have dogs merely as pets who have far too many of them and are the most likely ones to dump them.

 

Its the same everywhere. But in some countries we have the SPCA to round up the strays and kill them. The do it secretively under the guise of 'dangerous dogs' or 'unhealthy dogs' but it gets done. Here is an example

Now if we only had a Special Patrol to Capture Askals here in Dumaguete, it would be a better place and I would not give a d*mn if they killed the curs.
