You have a point cyclops but keep in mind also. Each place has it not so good site. Besides the city is trying to make it more improved and inviting to the other people especially people not from Negros.
And one of the reason of the traffic also is the construction of the road... So that in the future we will have a better road. About the beggars well i saw beggars in other places also. It just up to you if you will give and for sure if you will they will not stop asking aim if they will see you.
I suggest that just go to Dumaguete if its not rush hour... so that you will not be stranded in a traffic. And don't mind the beggars and for sure they will not follow you...
