It's one of the differences between Europe and the Philippines; a major age difference between partners is much more socially accepted here.
As for your story, Pinay girls tend to look younger than their age, and combined with a generally lower height, a European who's not familiar with those traits might take them for a youngster easily, leading to embarrassing situations like you described.
The behaviour of the Customs officer as described (blunt, imposing, patronizing) can be explained somewhat by their purpose of trying to catch cases of human trafficking, but they can and should be much more subtle/sophisticated than that (as I am sure is in their instructions).

Posting here as not sure fits elsewhere.

Embarrassing situation with the then g/f now my beloved wife.

I have known my now wife since we met on her 21st birthday outside the cinema, she kept me waiting for well over an hour. Getting ready, shoes etc. When she finally arrived she was very shy, could hardly look at me. No doubt the situation not just my 007 looks. The lady of the house where she was a domestic just about convinced her to turn up. Lucky old me....

Moving forward a few years I invited g/f over to the UK, was a very big deal all that way for her. Customs bloke was a total bully, read absolute C, questioning her why was she dating an older guy etc etc. Even threatened to send her back till someone else stepped in and out a stop to his ways. One day we decided to visit my health/swimming club Virgin Active now owned by Nuffield Health. This visit in itself took some doing as she doesn't swim, seems many don't as it's not taught as a rule in the Philippines. Should be IMO for the many obvious reasons. Anyway this branches policy was, still is no under 18's allowed in period. Strictly enforced ID checks etc. After we turned up the receptionist takes one look at my g/f looks at me and says "Sorry but no children allowed in". There was a look of unbelief from me followed by silence followed by an embarrassing moment especially for my g/f before I said She's 25. Receptionist hurriedly apologied, looked like she wanted the ground to open up and swallow her. Far from the good start I so wanted. Oh well at least she didn't say your daughter thinking back.

One reason why it's more fun and easier in the Philippines...

Culture from the eyes of a child:
When we arrived I wanted to learn the local language.
Me and another foreigner helped kids learn how to properly play football and volleyball as an after school activity but I needed a better way, and more than just cursing.
With a school just 300 meters away my wife and me approach the principal and teachers to ask if I could "sit in" on the mother tongue sessions in the mornings. Most of the kids already recognize me and it was approved.
One day my wife came to the school and waited with the other wives and mothers chatting. A child was there and in the conversation she asked the child if he knew who I was. He says yes (at this time everyone in yhe purok knew who I was) and a child asked if I was her father.

For some age differences, including people on this forum, that may be a legit question, but we are only 4 months apart in age sooooooooo- not really.

Just shows how kids see the world around them and form their reasoning.
We had a good laugh about it on our stroll around.

    I don't know.
    Try having daughters.
I went on a suba diving holiday with my daughter, then she was about 21.
Waiting for our bags at the airport and the luggage guy ask if my wife.
We get to the hotel and the receptionist asked if it was our honey moon.
