Rob, it all depends on the time you can spend at Apo Island.
In case you stay there only a few days I should indeed use that time for "just only diving" and take AOW-lessons later at a less attractive spot.
There are good advices to give by forum members, so take your time to drop questions here at the forum.

What is wrong with the Belgian Red Devils, Ron ?
They can't play soccer anymore ?

Boracay is one of the most boring places to dive in the Philippines, I took my Open Water there and there was not much to distract you from the course for sure
