    out of the dozens of bikes stopped, 2 left without citations and I can only assume some "professional courtesy" was extended to them. All the rest received a citation and I don't have a clue what for.

    Cars went by with no tail lights, one headlight, smoke belching vehicles and busses, etc. Trikes hauling 6-8 pigs, busses all rusted out and now the cabs made of wooden doors and no seatbelts all all. Amongst that, they were able to stop and cite ONLY the motorbikes.

    :wink: As some of you will know, Roland Ramos, LTO chief is My wife's Cousins Husband, Tomorrow he is at Lunch with us, I will ask him his Latest Plot.
    I say Plot, because even HE, does not know what he will do next. He has a BOSS too, Maybe I will just ask WHO pulls his Strings. He will Laugh at this, as some here know that he reads the Posts on our Forum.
    AND! I get NO favours from him. :p I am not sure he likes me. After all I AM a foreigner!

    4-5 days ago, front of citi-Hardware near the bus station stands a guy in the middle of the road wearing blue jeans and a white tshirt and he's pulling over motorbikes checking registration and drivers licenses. When I got closer he had some sort of lanyard around his neck with an ID card inside it. Well, that was the HPG (Highway Patrol Group).

    The guy honestly looked like he had a left a birthday party or a BBQ, put a lanyard on and decided to go to work for a bit. Are we expected to stop for someone in the middle of the road and wearing street clothes?

    Jack, maybe you can ask your LTO acquaintance just for all our benefit...

    1- Does HPG have authority to even stop vehicles on city streets?
    2- The area in front of the Bus station isn't a highway is it?
    3- Is there some level of professionalism that's supposed to be adhered to like a dress code?

    Be interesting to hear it all. I'm not in the habit of stopping for unknown people in casual street clothes just waving me over

    another question came up today...

    How come only the driver is required to wear a helmet and the backrider doesn't have to wear one?

Good Question, is it a fact though or hearsay, Maybe someone out there has read the Rules on this but I will surely ask, My nephew is taking a keen interest in this and I will talk to him. LTO and TMO or the others of course will Cite for a violation they know of. I guess they will NOT know exactly WHO is supposed to wear a helmet. They will just site the Driver. As an added thought here OMW, are there any Seat Belt Laws? After all this time I should know but tend to live as the locals do. I know ignorance is no Defence but Hey Ho!

    I just heard of a friend (foreigner) who just had his seatbelts removed but got checked his car that same week. You need to have seatbelts, sir.
    Yeah, but nobody is wearing them, was the answer. You need to have them, that's the law. 1500 Php fine.
    After his Filipina wife discussed the matter with the police man they had to give 500 Php. He reinstalled his seatbelts again :wink:
    I have been checked some months ago near Kalibo on Panay. They told me to use my seatbelts (I never had done here in Negros) because it was the law, the police man said.
    I never checked what is true but I'm more carefull.

    It's not 1500 for no seatbelt. Have a look at the schedule of fines, #10A midway down under "other violations".

    DO NOT pay on the side of the road.....issue the ticket, pay at the LTO.
