    Are you kidding me. You mean if a poor Filipino gets robbed of whatever their worldly belongings are, they have to pay to get the police to investigate? How do they pay if they have no money?

    I feel outrage and I share it. I asked my wife the same thing and she explained the process to me. If they have no money unless they are the best friend of the police chief or the mayor nothing happens. Someone has to put up the peso for the case. My guess is that is why there is a lot of vigilante justice in the PH and probably why they have one of the highest murder rates in the world. Its basic economics, If they can't afford justice the legal way they will find it another way or let it go.

    If the Police have no money too go after murders what do they do all day with their time. What protection does the Foreigners have against crime? I saw an artical on the internet President Gloria is trying too get the US to aprove Medicare use in the Philippines ans saying that it will be cheaper for Americans to get Medical care which would be nice but no doubt it would be abuse by services never recieved, over charging . Always wanting our money but I see nothing that protects a foreigner from fraud or murder. But it sure does protect there own people leaving the foreigner out in the cold sometimes with no money. If I am wrong correct me!!! All I am saying is we like the philippines and we invest alot of money into the big Black hole ..what do the foreigners get. other than the women :-)

    I liken Law & Order Phil style to the 'wild west'.

    Private prosecution is ordinary justice.

    Police are hamstrung by weak shielding provisions in the criminal code.
    If a cop lays the charge, he is open to a counter suit at his own expense.
    Cross filing a counter suit is standard practice.
    Hence, the police don't stick their necks out.

    In that sense, ALL prosecutions are private, unless the charge is directed from the AG, called 'prefered'.

    Murder, rape are often prefered if the procecutor's office sees the elements of the crime, prima faclie.

    As in the old west, money greases the wheels.

    Don't be a hater, understand where you are and how things are done:

    --if you want a policeman to run someone down, make it worth his while.

    --if you want the community to give someone up, post a reward.

    --if you want to grind thru the courts, keep a smile on your face and cash in your hand.

    Look, The Phills ain't Kansas. It's not a nanny state.

    Be Warned tho, expat 'tough guys' are a menace to themselves and others.

    Vendetta is for the locals, stay away from any thought of rough justice.

    Or at the very least, don't talk about it.

    Thats funny. I didn't know Kansas was a nanny state:D
    we have has some of the most famous serial killers from here (not that I'm bragging). In KS you can carry a gun openly or hidden if you want.

    But anyway the point is valid that things in the phills do not "work" like things do at home for most of us long nose. also I agree that is is best to leave the vendetta to the locals.

    My Father had a carry permit in NYC. But you wouldn't want him shooting at the local wildlife in Tulsa.

    The nanny state is all over North America.

    In the Phills, i can exercise my God given right to smoke, drink, fornicate, and urinate as Moses vowed to the Isrealites before the promised land.

    If you're a man, with money, good health, and a cool head..., this is paradise.

    We just can't expect the government to jump in to protect us at every turn.

    The Rev was unlucky. It's rare for gunplay to go down without a backstory leading up to the event.

    Where's the motive?

    The Rev has a cool head. He'll grind it out.

    I hope in the end the parties can arbitrate a settlement.

    Save face; build frendship; restore unity.

    When my wife first came we went to pick out a puppy and picked a carrin terrier (just like Toto) When we were tying to pick a name I said how about Toto....then she explained just what part of the female anatomy that was:D

    So we settled on Roto

    Back to the subject of Rev Robinson I hope that all can be resolved to the benefit of everyone involved...Him the Shooter and the public.
