Is car rental can save our budget and time touring negros occidental?

Oh, sorry forgot to post here, I went to Balanan Lake last week and the road was just the same as before, and so was the lake and facilities, no damage at all. The storm just didn't hit very bad on the other side of our mountains... We had a great time there, it was extremely peaceful with few other guests, we were just walk-ins but got the best room right away. Only problem was a massive infestation of aggressive biting ants at the swimming pools just below the dam and sacred tree, got hundreds on our clothes and towels. I complained to management and they said yeah we have some spray but just haven't used it in awhile... classic pinoy.
