Capitol of Oriental Negros

I found another pic in the web of the Government Of Oriental Negros....

It's a quiet scene of Perdices st , strange. This street ,also the one along the boulevard,and few more surrounding ones are a lot better if pedestrianized.They are all too busy chaotic all day .All you inhale are volumes of toxic fumes as you prance around the whole street and on .Wouldn't it be nicer if these few streets are all paved with tiles ,no vehicles except those pedalled ones ,including horse carraiges and cyclists.Plant a few trees in the middle all the way ,put somewhere to sit, perhaps would be nicer .I guess majority of dumagueteneos must think this idea is nuts.
