1st , there is no bribing in private facilities, by law it only can be called bribing with any kind of government officials..
2nd there is no single kid failing a grade, worst case if it fails the grade, the parents need to pay some money ... ooops it is called summer class, and the kid will proceed to the next grade (maybe thats what you mean with standard in the PI), even it is the biggest nutcase as long the money is paid. I know personal cases where some "high-rollers" were sitting in the classroom during the lessons and scared teachers. Guess what names turned out to be in the top 3 suddenly...

I don't know how long you are in Dumaguete, if long time, you don't want to see, if not long, a lot to learn...

for most private education facilities the person teaching has no clue about how to teach, they never studied that or any other psychological topics like how to deal with children etc.
