In some areas of the world it worked that way that only rich people was still coming to the area. In other areas nobody was left.

I think that would be a very unwise course of action in Dumaguete. Most expats are not nearly as "rich" as they believe and the wealthy locals aren't about to start sharing more of their cash with anyone outside of their clan. .
