This is not just an "Only in the Philippines" phenomena, although it is rampant here. Most of us are from an older generation and were taught to think on our feet and using critical thinking when we meet a situation that is not in the book. I am sure if we look at our own native lands, we can see the same attitude getting more an more prevalent due to laziness.

For the Filipinos, 400 years of Spanish rule is hard to get over. The Spanish did not want their subjects thinking on their own and almost bred it out of them. While there are millions of brilliant minds in the Philippines, the lower you go in social stature, the less you are trained to use critical thinking and must go by the book. When you get down to the mountain people who are isolated and have no book to go by is when the frustration really begins.
