    Back to the topic, since their independence (except for many of Marcos years) they have "democracy" but always under the control of the ..60 families. (Don't tell me you don't know them..).

    So, they (the ..60) all they want is no education. That's why so many lousy school books. One book per three students is the usual ratio. All they want is cheap labor. Look their banking loans. A bright, hard working person is out if he/she wants to start a business.

    One solution only, the one suggested by Rhoody and I guess the majority of expats follows with their kids. Full tutorial support by parents only...

    Well that's a nice excuse, and in my time in PI I've heard plenty of excuses.

    But the dreaded 60 families aren't on patrol squashing everyone with an idea. They don't have to, there's enough complacency and laziness built in to stifle growth all by itself.

    I've tried to hire people in Dgte, and all I got was ridiculous excuses and closed minds.

    If the parents aren't working with their kids in school, then most of them won't learn. I've been in the province and warned the teens hanging around they'd better practice their English because just about all jobs require you know English... All I got was blank stares and giggles.

    Evidently they're planning on being the always popular "joker" type after high school.

    Change and success starts with the individual.

    A friend in business in Dgte says the BIR guy comes around and assesses whatever amount of tax he guesses is due instead of going by the actual sales data for that business. Last time the tax was doubled just because the BIR guy pulled that amount out of his head..

    Best to get that sh*t fixed if you want business opportunity in PI. There's more than one way to stop that.

    mm :confused: S.USA, are you sure you meant this? I run a Business here, I Produce the paperwork. Assessments are based on this. What happens to the payments WHO? knows BUT I have the OR. Clean! If you are making a statement, please make it. Of course! if you don't make the BIR return in THEIR time, they will asses you to their agenda. Just be LEGAL.
    MORAL! don't go looking for them and they will not come looking for YOU!:wink:

    I don't quite follow you, but otherwise I'm just passing on what I was told by a Chinese-Filipino friend. The BIR guy denied the amount of income claimed by the biz owner and in fact said something like, "I don't believe this was your business's income for the year (or whatever) I think it was double what you are claiming" and set his tax due as such.

    That's all I know about it.

    Hi S.USA, this is what I think I was trying to say. We must be 1 step ahead of the BIR where we can. They assume (Wrongly) that all like business produces the same earnings. I have fallen Foul 2/3 times with the BIR, Sharks! is not the word for them. Now every thing is done as foolproof as I can get it. Invoices numbered, Till rolls signed off and cross referenced, business bank Statements filed numerically. When I visit (2 times per year) they are presented with so much accounting they hide. I had on one occasion, as your friend did, the BIR accused me of Hiding money. They overtaxed me by almost double. I paid a lot for a good accountant who worked hard for 2 months, The tax bill was reduced by 60%, can you believe that? So the accountant showed me what to do in the Future. Now all I do is have her check the final Accounts and she submits them. It worked for me. What I was trying to get at is, as with a lot of things, going armed with the paper work correct will reduce the BIR from claiming any more than is needed to be paid. Just as a side note, I still have an ongoing battle with them over money I earned Abroad. Not sure if I can win that one, as I stupidly put it in to the business account and they are treating it as earned income in the PI. having already paid tax on it in Spain.

    Hope this clears things up a little, I do agree with what your thoughts are, maybe we just crossed wires a little :o

    I have no experience in this area .....everything I do is "pro bono"..... but it seems logical that with graft and corruption as pervasive as it is (26% of all government expenditures are for graft).... the BIR would be suspicious of anyone..... particularly the "foreigner"
    One site I read said only 28% of businesses in the Philippines pay their "just" taxes

    The fact that the adjusted taxes always seem to go "up" and not sometime go down would indicate they do not use an average in their adjustment computation..... more likely the reasoning is everybody else is cheating so you must be cheating too

    I believe that Filipinos....by history and culture are "honest"..... why they tolerate or participate in this corruption is beyond me.... I can feel their hatred for it; their desire to change things......BUT HOW?
