    If your looking for a consistent bandwidth in Dumaguete for a residential connection, you not getting any of that shiznits because there aren't any consistent connection on any isp except for bayantel. Well... thing is, you'll have to go commercial with bayantel which pays more than any other isp's out there.

    My advice... do nothing. :p
