You totally right that stray dogs in Russia and the Philippines have different behavior. If you meet stray dogs in Russia, you will be attacked with a very high probability.
Because of this, I afraid of stray dogs.
Maybe you're right and I'm afraid in vain.

Just bring a stick and be ready to act like you're picking up a stone in case they want to go near your dog.

99% the stray dogs will bark at you from distance and don't come close to you, the problem can be dogs with an owner, some of them are more confident, get food and are used to human beings, some owners award there dog when it reacts aggressively because they want a guard dog, it's okay as long they keep their dog inside their property and warn people with a sign, private property, take care of the dog. The problem is some owners let that kind of dog roam around free, but let me say that's is not very often I have met that kind of dog here, never felt afraid with strays, you can see they are scared of you. Wish you the best and understand your worries about your dogs, about what area is the best to live in, I will suggest you find a temporary place first, have the feet on the ground and see with your own eyes how it looks, talk to other foreigners best way to find a good place to live

Easy solution is to marinade hotdogs in rat poison. If you have a car. Marinade more and do the whole city a favor by driving around the city and tossing them out the window. We'll thank your heroics tomorrow.

yes, especially on the dogs owners who dont spay, neuter or contain the dogs. Poison might be effective if put it in the Red Horse!
