The northern route via Mabinay is for sure the shortest and fastest, if you originate from Tanjay. It is also paved the entire way, which was not the case with the southern route, when I drove it last. This might have changed though, since it is many years ago.
Yes, it's quite the opposite now. There is quite a bit of construction going to Mabinay, as of about 2 weeks ago. Mabinay the Kabankalan is nice. Haven't been south of Kabankalan so can't comment on that.
FYI - rented a car for our trip to Punta Bulata resort. Since we got the car in Dumaguete drove down the south shore then headed north up the coast. The drive to Bayawan took 1 1/2 hours with good roads. From there on the roads are good and bad.......bad only because of repair work primarily at bridges. A couple places had experienced some minor landslides but passable. The whole trip to Punta Bulata in Cauayan took about 4 1/2 hours. Came back to Tanjay City by way of Kabankalan and Mabinay.........same scenario with lots of road work in some areas. That leg of the trip took about the same amount of time.
