I submitted my US passport for renewal at the US Consulate Cebu Jun 23. I received the renewal and the old today from a 2GO delivery at my house for 130p. Although you cannot yet just hand it off to 2GO in Dumaguete for a round trip service, the Cebu route worked nicely for me, being I had to go to Cebu for shopping and chiropractor.
