    I think the rule is you have to be rated 30% disabled or greater to recieve care from the VA in Manila.

    You only need to be service connected to receive care at the Manila VA clininc. Obviously, depending on your rating% will determine whether they will treat your non service connected issues.

    I am new here and a new 100% disabled vet. Is my Va and SSI enough to live on in PI while we still have it? What is the current average cost of living?

    Your VA disability and SSI pay will be more than enough to live in PH.
    Your cost of living will be determined by your personal lifestyle. If you need all the conveniences and food like in US, you will pay more for them here. If you can adapt to the Philippine lifestyle, than your cost of living will be significantly less. Most US retired folks here live on $1500-3000 dollars per month.
