Probably your best option is to apply at the Philippine consulate in Cal for a 59 day visa. The cost is US $30, which is cheaper than extending a 21 day visa. Once the 59 day visa is up, you can extend at any BI office for a maximum period of another 59 days. You can do this for up to 2 years.

Also, after you are married, you can take a short trip out of country and return with you wife, whereupon you would be eligible for a Balikbayan stamp, which gives you one year stay absolutely free. At the end of that year you have the option of repeating the process or converting to tourist stataus. (Extending every 59 days)

Note: The consulate also will sell you 3, 6, and 12 month multiple entry visas. Unfortunately, the longest time you will be given when you enter on one is 59 days. So unless you are planning on travelling in and out a lot, these visas will be a waste of your money, as you will still have to extend every 59 days.
