-Is it perhaps because of regular brownouts?
-Or is it because of corruption by politicians, policeman, lawyers, judges, bureau of *.* workers, gamblers or businessman?
-Perhaps it is because BIR is charging a flat 6 % Capital Gains Tax to landowners who sell a piece of land no matter if there is a gain or not, or LTO wants motorists who renew their driverslisence to pass a drugtest but don't care from who the tested urine is or BOI that allows foreigners to stay nonstop for 2 years in the country but maintains an obligation for new arrivals to have an onward or return planeticket while no airline in the world is selling planetickets valid for more than one year, and do i still have to mention Bureau of Customs?
-Maybe it is because of the "organisation" of roadworks or will i call it "disorganisation"?
-Is it because of lack of discipline in general or lack of planning ahead in general ?
-Or is it because of the magic word “ take advantage, have taken advantage, will take advantage, advantage has been taken”?
-Is it perhaps for the redtape that requires a municipal clearance, a policeclearance, a barangay clearance a mayor's clearance and a few more clearances just to get a waterconnection to your house?
-Maybe it is because a Charter Change invented more than 10 years ago (under President Ramos) isn’t implemented untill now even the politicians repeatedly warm it up..
There are so many reasons why a country is considered a developing country but there is hope with the coming elections millions of Filippino's hope that things will change, hoping as they did the last few hundred years.

Actually the Philippines is an un-developing country and will continue to go backwards until the population growth, Catholic church, and extreme corruption are reined in. Very slightly optimistic with the coming elections as well - but expect more of the same....It'll always be a relatively cheap place to retire though....

Why is the Philippines a developing country?

Firefly, you gave the answer yourself, so why asking ?
But there seems to be no worldwide accepted definition of what a 'developing country' is.
One group understands it as follows (source Wikepedia):
The World Bank classifies countries into four income groups. Low income countries have GNI per capita of US$975 or less. Lower middle income countries have GNI per capita of US$976–$3,855. Upper middle income countries have GNI per capita between US$3,856–$11,905. High income countries have GNI above $11,906. The World Bank classifies all low- and middle-income countries as developing but notes, "The use of the term is convenient; it is not intended to imply that all economies in the group are experiencing similar development or that other economies have reached a preferred or final stage of development. Classification by income does not necessarily reflect development status."

MAYBE () you summed up some things 'helping' to keep the GNI per capita so low here.

    Corruption

The Philippines system from one end to the other operates on the three C's.
    Corruption! Corruption! Corruption!
There is no escaping it other than to leave or learn to live with it.
Sorry but that's the way it is.
