downloading them and showing them on the private balcony back home with friends and a case of beer might fulfill that criteria.

republishing them on whatever medium (even non-commercial) does not.

Exception would be a

A written agreement by the owner of the pictures (or other content like graphics and articles) to republish them

Any agreement of the re-publisher with the owner (no matter if private or company owned) of the site where the content is stored, if the Terms of the later may include such agreement (see earlier posted quote of the terms of FB)

The many times used term "courtesy of... " is a grey zone. It is widely accepted as a sign of respect to the original owner, but does not change the fact that content might be licensed, may have copyright etc.

Wikipedia is a perfect example as basically everybody can write his/her more or less accurate knowledge there. The english version is handling content pretty easy and quite some statements there are incorrect without any sources.

Other languages are more strict to their writers and control the content better if it is within their ToU.
